Louis J. Celli Jr.

Louis J. Celli Jr. is a nationally recognized public policy executive, government affairs strategist, and organizational leader whose career has been dedicated to advancing solutions at the intersection of government, national security, veterans' policy, healthcare, workforce development, disability employment, and public service. Over more than two decades of executive leadership, he has earned a reputation for bringing together government, industry, academia, and nonprofit organizations to solve complex public challenges and build lasting partnerships that improve lives.

Mr. Celli currently serves as Vice President of Impact Development, Research & Government Relations for Envision Dallas, where he leads government relations, strategic partnerships, research commercialization, federal and state engagement, and business development initiatives for one of the nation's largest nonprofit employers of individuals who are blind or visually impaired. His work focuses on expanding economic opportunity, advancing accessibility, securing public and private investment, and developing innovative partnerships that strengthen communities while supporting federal, state, and commercial customers.

Previously, he served as Executive Director of the Envision Research Institute, where he established multidisciplinary collaborations involving the Department of Defense, Department of Veterans Affairs, NASA, leading universities, healthcare systems, and private industry to accelerate the development of innovative technologies addressing military medicine, rehabilitation, workforce participation, and vision care. His efforts helped position Envision as a recognized leader in applied research and technology commercialization for people who are blind or visually impaired.

Before joining Envision, Mr. Celli served as Executive Director of The American Legion's Washington, D.C., headquarters, directing the organization's Legislative, Veterans Affairs, National Security, Veterans Employment & Education, and policy operations. As the organization's senior executive in Washington, he managed a multi-million-dollar operating budget, led more than 120 professionals, and served as the principal liaison with the White House, Congress, the Department of Veterans Affairs, Department of Defense, Department of State, Department of Labor, and numerous other federal agencies. During his tenure, he worked alongside elected officials and senior policymakers to advance significant legislative and regulatory initiatives affecting millions of veterans, servicemembers, and their families.

Throughout his career, Mr. Celli has testified before Congress, advised senior federal officials, drafted legislative language, negotiated bipartisan policy solutions, and built trusted relationships with Members of Congress, governors, Cabinet officials, military leaders, nonprofit executives, academic institutions, and business leaders. His leadership has consistently focused on translating policy into practical, measurable outcomes through collaboration, strategic planning, and effective execution.

Earlier in his career, Mr. Celli founded and led the Northeast Veterans Business Resource Center, one of the U.S. Small Business Administration's highest-performing Veterans Business Outreach Centers. Under his leadership, the organization became nationally recognized for helping veteran entrepreneurs start, grow, and sustain successful businesses while securing millions of dollars in federal and private investment. He trained and mentored thousands of veteran business owners, developed innovative public-private partnerships, and helped shape national policy supporting veteran entrepreneurship and small business development.

A retired United States Army Master Sergeant, Mr. Celli served for 22 years in positions of increasing leadership and responsibility before transitioning to public service. Following his military retirement, he graduated from the Northeast Regional Police Institute and served as a volunteer Sergeant with the Middlesex County Reserve Deputy Sheriff's Office, continuing a lifelong commitment to leadership, service, and community engagement.

Mr. Celli has served on numerous federal advisory committees and nonprofit boards, including appointments with the U.S. Department of Labor and the U.S. Small Business Administration. He has been recognized as a HillVets Top 100 Veteran Influencer, received the National American Legion Press Association President's Merit Award, and was named both the Massachusetts and New England Veteran Small Business Champion by the U.S. Small Business Administration.

A graduate of Harvard University, Mr. Celli is a frequent keynote speaker, congressional witness, media commentator, and executive advisor whose work continues to influence public policy and organizational strategy across government, nonprofit, and private-sector organizations.
